Fith reference to a letter from H.M. Chargé d'Affaires
dated the 30th August, 1906, on the subject of Piracy
in the West River, I have the honour to inform Your
Excellency that the question of improving the efficiency of
the patrol of the West River has been engaging the attention
of myself and the Commodore at ongkong, and a new schane
has now been put into practice, and a system of verbal
corvmunication between Trading Vessels and H.H. Gunboats has
also been instituted. It is hoped that these arrangements
will have a good effect.

2. I would, however, remark that it is impossible,
with the vessels at my disposal, to institute a really
effective patrol of a waterway such as the West River,
which about 600 miles are open to steamer traffic. Vore-
over the powers of oreign Gunboats in Chinese Rivers are
too restricted to allow them to be of much use in the
actual suppression of Piracy or the capture of Criminals.
